Can I buy it before a wipe?

You can, but there is no reason to: it puts an account back to a state, so running it before a wipe means paying for work the wipe then removes.

Does it need account access?

Yes, all of it is account progression. The credentials are encrypted on submission, readable only by the raider assigned to your order, and destroyed when the order closes.
