Scrappy pays for himself, slowly, and the levelling is exactly the sort of chore that makes people stop logging in. Take a single step, take a few, or take him straight to max for one price that costs less than the steps bought separately.

Why max is cheaper

The steps are priced individually because most people want one or two. The max option is priced as a single job because it is a single job: the raider does not stop and restart between levels, so it costs less to run and the saving is on the card as a struck-through price rather than as a claim.

ARC RAIDERS Scrappy the Rooster FAQ

Yes, and the card shows both numbers: the max price, and the struck-through total of the individual steps. The difference is arithmetic rather than a claim.
